AHCs will ensure the purity of gold jewellery of 22K, 18K, and 14K, 6 grades for silver jewellery, gold coin and medallions of 24K. from hallmarking.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Essential_Documents_Need_for_the_Recognition_of_BIS_Assaying_and_Hallmarking_Centres\"><\/span>Essential Documents\nNeed for the Recognition of BIS Assaying and Hallmarking Centres<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>These\nare some necessary documents required for the approved BIS assaying and\nhallmarking centres:<\/p>\n\n\n\n<ul><li><strong>Proof of Establishment of the Company or Firm <\/strong><\/li><\/ul>\n\n\n\n<ol><li>Certificate of Registration (CoR) grant by Registrar of Companies along with Memorandum of Association (MoA);<\/li><li>Submit Registration Partnership Deed, if the Partnership Firm;<\/li><li>Original Certificate from a <strong>Chartered Accountant (CA<\/strong><sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Chartered_accountant\" class=\"text-primary\"><strong>[1]<\/strong><\/a><\/sup><strong>)<\/strong> if the applicant is a Proprietorship Firm.<\/li><\/ol>\n\n\n\n<ul><li><strong>Proof of Address of Firm <\/strong><\/li><\/ul>\n\n\n\n<ol><li>Income Tax Assessment Order;<\/li><li>GST Registration Certificate;<\/li><li>Sale\/Lease      Deed Agreement;<\/li><li>Registration      with State Government Department or Trade Licenses;<\/li><li>Property      tax receipt;<\/li><li>Rent      Agreement.<\/li><\/ol>\n\n\n\n<ul><li><strong>Applicant Identity Proof<\/strong><\/li><\/ul>\n\n\n\n<ol><li>Aadhar-based verification or\ne-signature;<\/li><li>Self-certified copy of Aadhar\nCard\/voter ID\/ Driving License\/ Passport\/PAN Card or ID Certificate along with\nphotograph grant by Gazetted Officer.<\/li><\/ol>\n\n\n\n<ul><li>Affidavit cum undertaking.<\/li><li>Map the location of the property from the nearest landmark.<\/li><li>Quality manual of the A&amp;H Centres prepared based on Generic Quality\nManual provided by BIS.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Procedure_for_obtaining_BIS_Assaying_and_Hallmarking_Centre\"><\/span>Procedure for obtaining BIS\nAssaying and Hallmarking Centre<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ol><li>Primary, you require to file the\napplication form online <\/li><li>Submit all the required documents<\/li><li>After submitting all the\ndocuments &amp; applications, then they will go for the inspection by BIS;<\/li><li>BIS officials will inquiry of\napplication and examine all the documents;<\/li><li>If the officials are satisfied with the application and all documents\naccording to the prescribed format, they will issue the BIS Assaying and\nHallmarking Centre.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Guideline_for_Setting_up_On-Site_Centre_by_the_BIS_Assaying_and_Hallmarking_Centre\"><\/span>Guideline for Setting up On-Site Centre by the BIS Assaying and\nHallmarking Centre<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>These are some essential guidelines for\nsetting up On-Site Centre (OSC) by the BIS recognised Assaying and Hallmarking\nCentre:<\/p>\n\n\n\n<ol><li>An AHC can set up an On-Site\nCentre in any district subject to the norms and conditions that one A&amp;H\nCentre cannot have more than 5 On-Site Centre attached to it, and the distance\nof an On-Site Centre cannot be more than 100Km from the parent Assaying and\nHallmarking Centre. AHCs hallmarking a minimum of 500 articles every day on an\naverage shall be obliged to establish an OSC or A&amp;H Centre in one uncovered\ndistrict;<\/li><li>An On-Site Centre shall have all\nthe resources as in an AHC except the help required for fire assay &amp; will\nperform all the A&amp;H Centre functions as set up under BIS for the\nhallmarking of gold and silver jewellery except fire assay;<\/li><li>It will be the liability of the\nparent AHC to perform the fire assay of the jewellery received at an On-Sire\nCentre;<\/li><li>After making all the vital\narrangements, the Assaying and Hallmarking Centre may apply to the Regional\nOffice of BIS for the authorisation for off-site workings with complete details\nas required for an A&amp;H Centre, along with the details of the methodology for\nthe remit of samples from the On-Site Centre to the parent AHC the gain of\nAssay Test Report and remnants of testing by the OSC from there;<\/li><li>The A&amp;H Centre shall be\nessential to apply in the format &amp; through the portal as a command by the\nBureau;<\/li><li>On-Site Centre will have testing\npersonnel containing a Quality Manager, as required for A&amp;H Centre, except\nthe personnel necessary for the fire assay procedure. The Manager of the parent\nAHC shall, however, the overall quality in charge of both On-Site Centre and\nAHC;<\/li><li>If an On-Site Centre is proposed\nin a region other than one in which the Assaying and Hallmarking Centre is\nlocated, it should apply to the Regional Office of Bureau, which has the\nregional jurisdiction over that AHC;<\/li><li>On-Site Centre shall have all testing\ngears as required for AHC except the equipment required for the fire assay\nprocess;<\/li><li>The Regional Officer of the\nBureau must take the following steps after receipt of the application:<\/li><\/ol>\n\n\n\n<ul><li>Verify the past performance of the AHC &amp; its preparation in terms of\nworkers &amp; infrastructure for fire assay.<\/li><li>Dispose of the application within three days of the receipt of the audit\nreport, subject to the applicant had taken necessary action as required by the\naudit report.<\/li><li>Organise audits at off-site and parent locations to verify arrangements\nas per the criteria set by the BIS for the recognition of Assaying and\nHallmarking Centres. <\/li><\/ul>\n\n\n\n<ol><li>Bureau has the power to suspend\n&amp; stop the operations of an On-Site Centre if it&#8217;s not found to be working\ncorrectly. However, the parent AHC shall be given an opportunity of being heard\nbefore the recognition of an On-Sire Centre is terminated;<\/li><li>The AHC shall comprise the\nOSC-wise details in the report or return to be filed to the Bureau in the\nformat laid down by the Bureau;<\/li><li>There shall be no renewal fee for\nOn-Site Centre, and its recognition shall stand renewed on the renewal of\nrecognition of the parent Assaying and Hallmarking Centre;<\/li><li>In case of de-recognition or\nsuspension of parent AHC, the permission for all On-Site Centre operations shall\nalso stand withdrawn automatically;<\/li><li>The parent AHC shall be\nresponsible for corrective action for the violation of norms &amp; criteria for\nthe hallmarking at an OSC as if the said violation had occurred at the parent\nAHC;<\/li><li>No application fee\/recognition fee\nwill be required to be paid for an On-Site Centre.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Last year, by 31 December 2021, approximately 1.30 Lakh Jewellers had registered under BIS to sell Hallmarked Jewellery while maintaining the BIS Hallmarking Regulations. Currently, 1004 BIS Recognised Assaying &amp; Hallmarking (A&amp;H) Centres are available in India.
