The same has been done by\nkeeping into consideration the fight against COVID 19 pandemic.<\/p>\n\n\n\n<p><strong>Further, the other proposals declared by our Union Finance Minister under the garb of Health and Well Being are as follows:<\/strong><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/swaritadvisors.com\/blog\/wp-content\/uploads\/2021\/02\/Health-and-Well-Being-heading.png\" alt=\"other proposals declared under garb of Health and Well Being\" class=\"wp-image-1912\" width=\"464\" height=\"298\" srcset=\"https:\/\/swaritadvisors.com\/blog\/wp-content\/uploads\/2021\/02\/Health-and-Well-Being-heading.png 985w, https:\/\/swaritadvisors.com\/blog\/wp-content\/uploads\/2021\/02\/Health-and-Well-Being-heading-300x193.png 300w, https:\/\/swaritadvisors.com\/blog\/wp-content\/uploads\/2021\/02\/Health-and-Well-Being-heading-768x494.png 768w\" sizes=\"(max-width: 464px) 100vw, 464px\" \/><\/figure><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"PM_Aatma_Nirbhar_Swasth_Bharat_Yojana\"><\/span>PM Aatma Nirbhar Swasth Bharat Yojana<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>Based on the digital budget 2021, a new health\nscheme named \u201c<strong><em>PM Aatma Nirbhar Swasth Bharat Yojana<\/em><\/strong>\u201d will be launched, with a\ntotal outlay of Rs 64180 crore for over 6 years. <\/p>\n\n\n\n<p>The purpose\nbehind the unveiling of this scheme can be summarised as:<\/p>\n\n\n\n<ul><li>Developing Capacities in the Primary, Secondary, and\nTertiary Health Care Systems;<\/li><li>Strengthening of Existing National Institutions;<\/li><li>Creation of New Institutions;<\/li><li>Catering Early Detection and Cure of the New and\nEmerging Diseases;<\/li><\/ul>\n\n\n\n<p><strong>Further, the main features of this scheme are as follows:<\/strong><\/p>\n\n\n\n<ul><li>Will provide support to 17788 rural and 11024 urban\nHealth and Wellness Centres;<\/li><li>Will set up Integrated Public Health Laboratories in\nall Districts;<\/li><li>Will set up Integrated Public Health Laboratories in\n3382 Block Public Health Units in 11 states;<\/li><li>Will establish 12 Central Institutions and Critical\nCare Hospital Blocks in 602 districts;<\/li><li>Will Strengthen NCDC (National Centre for Disease\nControl), its 5 Regional Branches, and 20 Metropolitan Health Surveillance\nUnits;<\/li><li>Will Expand the Integrated Health Information Portal\nin all the States\/ Union Territories to easily connect with all the Public\nHealth Laboratories; <\/li><li>Will start the operation of 17 New Public Health\nUnits;<\/li><li>Will strengthen 33 existing Public Health Units at the\npoint of entry of 32 Airports, 11 Seaports, and 7 Land Crossings;<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Vaccines\"><\/span>Vaccines<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>Budget 2021 has made a provision of Rs 35000 crore\nspecifically for COVID \u2013 19 vaccine. <\/p>\n\n\n\n<p>Further, the <strong><em>Pneumococcal Vaccine<\/em><\/strong>, an Indian\nbased medicine, which has earlier been limited to only 5 states, will now be\nrolled out across the nation and aims to avert 50000 child deaths annually.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Nutrition\"><\/span>Nutrition<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>In order to strengthen and reinforce Nutritional\nContent, Delivery, Outcome, and Outreach, the government will now merge the <strong><em>Poshan\nAbhiyan<\/em><\/strong> and <strong><em>Supplementary Nutrition Program<\/em><\/strong>me to launch <strong><em>Mission\nPoshan 2.0<\/em><\/strong>. <\/p>\n\n\n\n<p>In this scheme, the government will embrace an\nintensified strategy and plan to improve and mend the nutritional outcomes\nacross 112 aspiring districts.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Universal_Coverage_of_Water_Supply\"><\/span>Universal Coverage of Water Supply <span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>By way of the Union Budget 2021, the finance\nminister has announced a <strong><em>Jal Jeevan Mission<\/em><\/strong>, which will aim\nto supply water in all 4378 urban local bodies. The same will also provide 2.86\ncrore household tap connections and liquid waste management in 500 Amrut\nCities. Further, the said mission will be implemented in 5 years, with a total\noutlay of Rs 287000 crore. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Universal_Coverage_of_Swach_Bharat_Mission\"><\/span>Universal Coverage of Swach Bharat Mission<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>The <strong><em>Urban Swaach Bharat Mission<\/em><\/strong> will be\nlaunched with a total outlay of Rs 141678 crore for 5 years, i.e., for 2021 to\n2026.<\/p>\n\n\n\n<p>Further, to tackle the increasing issue of air\npollution, the proposed government will allocate an amount of Rs 2217 crore for\n42 urban centres. <\/p>\n\n\n\n<p>Moreover, a policy named <strong><em>Voluntary Vehicle Scraping Policy<\/em><\/strong>\nhas been phased concerning the old and unfit vehicles. For such a scheme,\nvehicle fitness test centres have been proposed in the Automated Fitness\nCentres. It shall be considerate to take into note that in case of Personal\nVehicles the scrap limit is 20 years and in case of commercial vehicle it is 15\nyears.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Physical_and_Financial_Capital_and_Infrastructure\"><\/span>Physical and Financial Capital and Infrastructure&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>The schemes and\ninitiatives proposed under this pillar are as follows:<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Aatma_Nirbhar_Bharat_Production_Linked_Incentive_Scheme\"><\/span>Aatma Nirbhar Bharat Production Linked Incentive Scheme<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>Based on the budget speech given by our Union\nFinance Minister, for a US $5 trillion economy, it is important to make the manufacturing\nsector an integral part of the following:<\/p>\n\n\n\n<ul><li>Global Supply\nChains;<\/li><li>Core\nCompetence, and;<\/li><li>Cutting-edge\nTechnology;<\/li><\/ul>\n\n\n\n<p>So, to achieve all the factors mentioned above, government\nhas announced the implementation of <strong><em>Production Linked Incentive Schemes<\/em><\/strong> in\n13 sectors. The same has been done to create Indian Manufacturing Sector the\nGlobal Champions.<\/p>\n\n\n\n<p>Further, the government has decided to allocate an amount of\nRs 1.97 lakh crore in this sector for the next 5 years. Also, the said\ninitiative will assist in increasing the size and scale of the sector, together\nwith the creation of jobs for youth.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Textiles\"><\/span>Textiles<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>In the similar fashion,\nto enable the textile sector in becoming the global player and attract large\ninvestments, together with the boost in employment generation, the central\ngovernment has decided to launch the <strong><em>MITRA Scheme<\/em><\/strong>. The term MITRA stands\nfor <strong><em>Mega\nInvestment Textiles Parks. <\/em><\/strong>The same will be in addition to the <strong><em>Production\nLinked Incentive Scheme. <\/em><\/strong><\/p>\n\n\n\n<p>The main aim behind such\na scheme is to establish world class infrastructure, together with Plug and\nPlay facilities, which will make the textile sector the global champions. Also,\nby the next 3 years, the government will establish 7 textile parks.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Infrastructure\"><\/span>Infrastructure<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>The <strong><em>NIP<\/em><\/strong> or <strong><em>National\nInfrastructure Pipeline<\/em><\/strong> scheme, which the Finance Minister had\nannounced in December 2019 is the first of its kind, the whole of the government\nexercise ever undertaken. <\/p>\n\n\n\n<p>The National Infrastructure\nPipeline was launched with 6835 projects. However, the said project pipeline\nhas now been expanded to 7400 projects. <\/p>\n\n\n\n<p>Further, it shall be significant to\ntake into consideration that around 217 projects worth Rs 1.10 lakh crore under\nsome key infrastructure Ministries have been successfully completed.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Development_Financial_Institution\"><\/span>Development Financial Institution<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Further, specifying more on the infrastructure\nsector, our Finance Minister, Ms Nirmala Sitharaman has stated that this sector\nneeds long term debt financing, therefore, it is necessary for a professionally\nmanaged <strong><em>DFI (Development Financial Institution) <\/em><\/strong>to operate as a\nprovider, enabler, and catalyst for financing infrastructure. <\/p>\n\n\n\n<p>Based on the same proposition, a bill has been\ndrafted to establish a DFI. Also, it shall be necessary to take into\nconsideration that the same government has decided to release a sum of Rs 20000\ncrore in order to capitalise this institution. Further, the government aims to\nhave the lending portfolio of at least Rs 5 lakh crore in 3 years for this DFI.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Monetization_of_Asset\"><\/span>Monetization of Asset<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>For the purpose of Constructing New Infrastructure,\nmonetization of public infrastructure plays a crucial role of Financing Option.\nTherefore, the government has decided to launch \u201c<strong><em>National Monetization Pipeline<\/em><\/strong>\u201d\nfor the potential brownfield infrastructure assets.<\/p>\n\n\n\n<p>Further, an asset monetization dashboard will be\ncreated as well for tracking the progress and providing the visibility to\ninvestors. <\/p>\n\n\n\n<p>Some key measures taken in the direction of asset\nmonetization are as follows:<\/p>\n\n\n\n<ul><li>NHAI (National\nHighways Authority of India), together with PGCIL have sponsored one InvIT\neach, which will attract both International and Domestic Institutional Investors.\nFurther, 5 operational roads of worth Rs 5000 crore has been transferred to the\nNHAIInvIT as well. Also, the transmission assets of worth Rs 7000 crore will be\ntransferred to the PGCIL InvIT as well;<\/li><li>Railways will\nmonetize DFC (Dedicated Freight Corridor) assets for the operations and\nmaintenance, after commissioning;<\/li><li>&nbsp;For the purpose of operations and management\nconcession, a lot of Airports will be monetized; <\/li><li>The\nremaining core infrastructure assets that will be used under the Asset\nMonetization Programme are as follows: <\/li><li>NHAI Operational\nToll Roads;<\/li><li>Transmission\nAssets of PGCIL;<\/li><li>Oil and Gas\nPipelines of GAIL, HPCL, and IOCL;<\/li><li>AAI Airports in\nTier II and III cities;<\/li><li>Other Railway\nInfrastructure Assets;<\/li><li>Warehousing\nAssets of CPSEs, such as Central Warehousing Corporation (CWC) and NAFED among\nothers;<\/li><li>Sports Stadiums;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Railways_and_Highways_Infrastructure\"><\/span>Railways and Highways Infrastructure<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>As per the budget speech given by our Finance\nMinister, roads of more than 13000 km in length, worth Rs 3.3 lakh crore, has\nbeen granted under the Rs 5.35 lakh crore \u201c<strong><em>Bharatmala Pariyojana Project<\/em><\/strong>\u201d. Out\nof the said project roads of 3800 Km have already been constructed.<\/p>\n\n\n\n<p>Further, by March 2022, the government has decided\nto award another 8500 km, together with the completion of additional 11000 km\nof national highway corridors.<\/p>\n\n\n\n<p>Also, to boost the road infrastructure, the\ngovernment has decided to provide a total outlay of Rs 118101 lakh crore for\nthe Ministry of Road Transport and Highways. Out of the total outlay mentioned,\nthe amount of Rs 108230 was dedicated only towards the capital development,\nwhich is the highest ever provided fund till now.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Railways_Infrastructure\"><\/span>Railways Infrastructure<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>To make the Indian Railway System future ready, the\ngovernment has decided to implement a \u201c<strong><em>National Rail Plan for India \u2013 2030<\/em><\/strong>\u201d.\nThe main aim behind the implementation of this plan is to cut down the logistic\ncost of the industry to enable the scheme of \u201c<strong><em>Make in India<\/em><\/strong>\u201d. <\/p>\n\n\n\n<p>For the same, it is expected that Eastern Dedicated\nFreight Corridor and Western Dedicated Freight will be commissioned by the\nMinistry of Railways by June 2022. <\/p>\n\n\n\n<p>Further, the measures taken for the safety and\nconvenience of customers are as follows:<\/p>\n\n\n\n<ul><li>Introduction of Artistically designed \u201c<strong><em>Vista Dome LHB Coach<\/em><\/strong>\u201d on tourist routes to offer better travel experience;<\/li><li>To more rigorously implement the decided measures, the government has decided to provide the high density and highly utilised network routes, together with an indigenously developed automatic train protection mechanism, which will eliminate the chances of Train Collision due to human mistakes; <\/li><li>The government will allocate Rs 110055 crore towards the betterment of Railways, out of which a sum of Rs 107100 will only be dedicated towards the capital expenditure;<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Urban_Infrastructure\"><\/span>Urban Infrastructure<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>In the financial year 2021 \u2013 2022, the government\nwill work towards increasing the share of public transport in the urban areas\nby expanding the metro rail network and augmenting the city bus service. <\/p>\n\n\n\n<p>Further, for the purpose of augmenting city bus\nservice, the government has decided to launch a new scheme of worth Rs 18000\ncrore.<\/p>\n\n\n\n<p>Also, it shall be significant to take into\nconsideration that at present, a total of Rs 702 km conventional metro is in\noperation and 1016 km of metro, together with RRTS is under construction in 27\ncities. <\/p>\n\n\n\n<p>Moreover, to reduce the cost of the Metro Rail\nMechanism, two new technologies named, \u201c<strong><em>MetroLite<\/em><\/strong>\u201d and \u201c<strong><em>MetroNeo<\/em><\/strong>\u201d will be\ndeployed by the government in the Tier 2 cities and peripheral areas of Tier 1\ncities.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Power_Infrastructure\"><\/span>Power Infrastructure<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>In the last 6 years, the nation have witnessed many\nsignificant reforms and success in the power sector, such as follows:<\/p>\n\n\n\n<ul><li>Addition of the 139 Giga Watts of installed capacity;<\/li><li>Addition of the 1.41 lakh circuit km of the transmission lines;<\/li><li>Connection to Additional 2.8 crore household;<\/li><\/ul>\n\n\n\n<p>Further, in view of the Viability of Distribution\nCompanies, the Finance Minister has proposed to implement a scheme named\n\u201cReforms Based Result Linked Power Distribution Sector\u201d, with a total outlay of\nRs 305984 crore over the 5 years.<\/p>\n\n\n\n<p>Further, the main aim behind this scheme will be to\nprovide assistance to DISCOMS for creating infrastructure, including pre-paid\nsmart metering and feeder separation, up gradation of systems, etc. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Ports_Shipping_and_Waterways\"><\/span>Ports, Shipping, and Waterways<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>Based on the budget speech given by Ms Nirmala\nSitharaman, majority of Ports will now be privatised, and the government has\ndecided to allocate more than Rs 2000 crore for the said cause. Further, such a\nprivatisation is based on the concept of <strong><em>Public Private Partnership<\/em><\/strong>.<\/p>\n\n\n\n<p>Also, the government has decided to initiate a scheme to promote\nmerchant ships. The same will be done by offering subsidies to the Indian\nShipping Companies in the tenders floated by Ministries and CPSEs. A total\namount of Rs 1624 crore will be provided for the same in 5 years. <\/p>\n\n\n\n<p>Moreover, the same initiative will result in providing training and\nemployment opportunities to the Indian Seafarers, together with an enchantment\nin the share of Indian Companies in global shipping. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Natural_Gas_and_Petroleum\"><\/span>Natural Gas and Petroleum <span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>As per the speech given by Ms Nirmala Sitharaman,\ntaking into consideration the lives of people, the government has kept the fuel\nsupplies running during lockdown without any interruption. In the same manner,\nsome other initiatives announced for the public welfare are as follows:<\/p>\n\n\n\n<ul><li><strong><em>Ujjwala Scheme<\/em><\/strong>, which has benefited around 8 crore people, will now aim to benefit further 1 crore beneficiaries;<\/li><li>In the <strong><em>City Gas Distribution Network<\/em><\/strong>, the government has decided to add further 100 cities in the next 3 years;<\/li><li>A Gas Pipeline project will be initiated in the Union Territory of Jammu and Kashmir;<\/li><li>An <strong><em>Independent Gas Transport Mechanism Operator<\/em><\/strong> will be established for the facilitation and coordination of the booking of common carrier capacity in all natural gas pipelines.&nbsp; The same will be done on non discriminatory basis;<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Financial_Capital\"><\/span>Financial Capital<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>Now, the government has decided to <strong><em>consolidate\nthe provisions of the Regulatory Acts<\/em><\/strong> as follows into a single\nsecurities market code:<\/p>\n\n\n\n<ul><li>SEBI Act 1992;<\/li><li>Depositories Act 1996;<\/li><li>Securities Contracts (Regulation) Act 1956;<\/li><li>Government Securities Act 2007;<\/li><\/ul>\n\n\n\n<p>Further, the government has decided to support the\nestablishment of the world class Fintech Hub at the GIFT \u2013 IFSC.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Increment_in_Insurance_Sector\"><\/span>Increment in Insurance Sector<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>As per the Union Budget 2021, the Government has\ndecided to amend the provisions of the <strong><em>Insurance Act 1938<\/em><\/strong>. The same has\nbeen done to increase the limit of Foreign Direct Investment (FDI) from 49% to\n74% and to permit the foreign ownership and control with safeguards.<\/p>\n\n\n\n<p>Further, based on the new proposed structure, the\nmajority of Directors of the BOD (Board of Directors) and KMP (Key Managerial\nPersonnel) will be Indian citizens. As a result, MSP Regime has undergone a massive\nrevolution and now it assures at least 1.5 times of the cost of production for\nall commodities. The said scheme has resulted in rising the payment to farmers\nsubstantially. <\/p>\n\n\n\n<p>In the case of Wheat, the total amount paid to the\nfarmers in the F.Y. 2019 \u2013 2020 was Rs 62802 crore. However, the same has been\nincreased to Rs 75060 crore, which has increased the count of benefiting\nfarmers from 35.57 lakhs to 43.36 lakhs.<\/p>\n\n\n\n<p>In the case of Paddy, the total amount paid to the\nfarmers in the F.Y. 2019 \u2013 2020 was Rs 141930 crore. However, it is estimated\nthat the same will increase to Rs 172752 crore, which will increase the count\nof benefiting farmers from 1.24 crore to 1.54 crore.<\/p>\n\n\n\n<p>In the case of Pulses, the total amount paid to the\nfarmers in the F.Y. 2019 \u2013 2020 was Rs 8285 crore. However, the same has been\nincreased to Rs 10530 crore. <\/p>\n\n\n\n<p>In the case of Wheat, the total amount paid to the\nfarmers as on 27.01.2021 was Rs 25974, which has stupendously increased from Rs\n90 crore in 2013 \u2013 2014.<\/p>\n\n\n\n<p>Further, in the starting of this year, the Prime\nMinister has launched a schemed named <strong><em>\u201cSWAMITVA Scheme\u201d<\/em><\/strong>. As per this\nscheme, a record of rights have been given to the property owners of the villages.\nTill present, around 1.80 lakh property owners in 1241 villages have been\nprovided with the card. The government aims to cover all the states and union\nterritories by the end of the Financial Year 2021 \u2013 2022.<\/p>\n\n\n\n<p>Also, to offer adequate credit assistance to the\nfarmers, the government has now enhanced the agricultural credit target to Rs\n16.5 lakhs crore in the F.Y. 22. In a similar fashion, it has decided to\nincrease the funding of the <strong><em>Rural Infrastructure Development Fund<\/em><\/strong>\nto Rs 40000 crore from previous Rs 30000 crore. <\/p>\n\n\n\n<p>As per the Union Budget 2021, the <strong><em>Micro\nIrrigation Fund<\/em><\/strong>, created under NABARD, its total value of Rs 5000 crore\nhas now been doubled.<\/p>\n\n\n\n<p>The government has decided to increase the scope of\nthe \u201c<strong><em>Operation\nGreen Scheme<\/em><\/strong>\u201d to boost the value addition in the agricultural sector\nand allied products. Earlier, only tomatoes, potatoes, and onions were included\nunder the said scheme. However, now it will comprise of 22 perishable products.<\/p>\n\n\n\n<p>By implementing <strong><em>e-NAM<\/em><\/strong> in the agricultural sector,\nthe government aims to infuse more transparency and competitiveness in the\nsector. Under the said scheme, around 1.68 crore farmers have been registered\nand a trade of value Rs 1.14 lakh has been carried out. Further, around 1000\nmore mandis will be included with e-NAM. <\/p>\n\n\n\n<p>Lastly, the Agriculture Infrastructure Funds will be\nmade available to APMCs for boosting the infrastructure facilities. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Fisheries\"><\/span>Fisheries <span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>As per the Union Budget 2021, the government has\ndecided to make substantial investments for developing modern fishing landing\ncentres and fishing harbours. In starting, the 5 major ports selected are as\nfollows:<\/p>\n\n\n\n<ul><li>Kochi;<\/li><li>Chennai;<\/li><li>Vishakhapatnam;<\/li><li>Paradip, and;<\/li><li>Petuaghat;&nbsp;<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Migrant_Workers_and_Labourers\"><\/span>Migrant Workers and Labourers<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>As per the speech given by Ms Nirmala Sitharaman,\nthe government has decided to launch a scheme named \u201c<strong><em>One Ration Card Scheme<\/em><\/strong>\u201d,\nby way of which the beneficiaries will be able to get ration from any corner in\nthe country. <\/p>\n\n\n\n<p>At present, the government has planned to implement\nthe scheme in 32 states and union territories, to benefit around 86% of the\nbeneficiaries registered. The remaining 4 states and union territories will be\nincluded in the next few months. <\/p>\n\n\n\n<p>Further, it shall be considerate to take into\nconsideration that for the first time government has decided that the social\nsecurity benefits will be applicable to the gig and platform workers as well.\nAlso, the provisions of the Minimum Wages Act 1948 and Employees State\nInsurance Corporation will be applicable on every category of worker. <\/p>\n\n\n\n<p>Moreover, from now onwards, women are allowed to\nwork in night shifts, as it is the duty of the organisation to take adequate\nmeasures. <\/p>\n\n\n\n<p>Lastly, by way of <strong><em>Single Registration, Licensing,\nand Online Returns<\/em><\/strong>, government has decided to reduce the compliance\nburden on employers.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Financial_Inclusion\"><\/span>Financial Inclusion <span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>In order to facilitate the flow of credit under the\nscheme of \u201cStand Up India\u201d for women, SCs, and STs, the government has proposed\nreduction in the margin money requirement from 25% to 15%. Also, it will\ninclude loan facility for the allied activities of the agricultural sector. <\/p>\n\n\n\n<p>Moreover, it shall be significant to consider that\nthe government has decided to support more to <strong><em>MSME sector<\/em><\/strong> and has\nprovided Rs 15700 crore funds to this sector.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Reinvigorating_Human_Capital\"><\/span>Reinvigorating Human Capital<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>As per the Union Budget 2021, 15000 schools will be\nadded in the <strong><em>NEP (National Education Policy)<\/em><\/strong> to get qualitatively\nstrengthen. Also, 100 new sainik schools will be established under the\npartnership with Private Schools\/ NGOs\/ States.<\/p>\n\n\n\n<p>Further, our Finance Minister stated that the\ngovernment will establish a <strong><em>HECI (Higher Education Commission of India),\n<\/em><\/strong>which will an umbrella body comprising of 4 different vehicles, such as\nfollows:<\/p>\n\n\n\n<ul><li>Standard Setting;<\/li><li>Accreditation;<\/li><li>Regulation, and;<\/li><li>Funding;<\/li><\/ul>\n\n\n\n<p>Further, for making education accessible in Ladakh,\nthe government has proposed to establish a <strong><em>Central University in Leh<\/em><\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Welfare_of_Scheduled_Castes_and_Scheduled_Tribes\"><\/span>Welfare of Scheduled Castes and Scheduled Tribes <span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>In the Union Budget 2021, the government has taken a task to establish<strong> <em>750 Eklavya Model Residential Schools<\/em><\/strong> in the Tribal Areas. Further, the cost involved in each school has been increased to Rs 38 crore from Rs 20 crore, and in the case of Hilly areas, the same has been increased to Rs 48 crores. <\/p>\n\n\n\n<p>In the similar fashion, the <strong><em>Post Matric Scholarship Scheme<\/em><\/strong>\nwill work for the welfare of Scheduled Castes. The central assistance for the\nsame have been increased to Rs 35219 crore, for a period of 6 years, i.e., till\n2025 \u2013 2026. This scheme will benefit around 4 crores SC students in total.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Skilling\"><\/span>Skilling <span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p>In order to provide <strong><em>benchmark skill qualifications,\ncertifications, and assessments<\/em><\/strong>, together with the <strong><em>deployment of certified workforce<\/em><\/strong>,\nthe Indian Government in partnership with the UAE (United Arab Emirates) have\ndecided to implement the said initiative. <\/p>\n\n\n\n<p>Further, the government has entered into a\ncollaboration with the Japan Government to provide <strong><em>TITP (Training Inter Training\nProgramme)<\/em><\/strong>. burden on taxpayers, the\ngovernment has decided to reduce the time limit for tax proceeding.
