However, caste is not at all mandatory and eligible criteria to avail the <strong>benefits of this bill<\/strong>. It adds <strong>clause (6) in Article 15 of the Constitution<\/strong> to enable the state to provide reservations for economically weaker sections of people other than SCs, STs, and OBCs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_is_the_main_reason_for_passing_the_10_Quota_Reservation_Bill\"><\/span>What is the main reason for passing the 10% Quota Reservation Bill?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Generally, it is observed that, for quite a long time, economically weaker sections of the society didn&#8217;t get an opportunity for higher education institutions and public employment.<\/p>\n\n\n\n<p>The main reason for passing <strong>10% reservation bill<\/strong> is to provide a 10 percent reservation for economically weaker sections and backward upper caste that is currently not covered under reservation in any government jobs as well as in educational institutions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Criteria_of_the_10_Quota_Reservation_Bill\"><\/span>Criteria of the 10% Quota Reservation Bill<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong>A person needs to meet the following criteria to get the benefit of \u00a010% quota reservation bill:<\/strong><\/p>\n\n\n\n<ol><li>A person earning below Rs.8 lakh per<\/li><li>Person Possessing agricultural land below five acres and a residential house below 1,000 square feet.<\/li><li>A person should not possess a flat of more than 1,000 square feet or any land of 100 square yards in notified municipality areas and 200 yards in non-notified areas.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"List_of_the_Constitutional_provisions_amended_by_10_Quota_Reservation_Bill\"><\/span><span lang=\"EN-IN\" style=\"background: white;\">List of the Constitutional provisions amended by 10% Quota Reservation Bill?<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong>The following Constitutional provisions are amended by the 10% quota reservation bill:<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Article_15_of_the_Constitution_Reservation_in_Educational_Institutions\"><\/span>Article 15 of the Constitution (Reservation in Educational Institutions)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p><strong>Article 15 of the Constitution<\/strong> prohibits discrimination against any citizen on the ground of race, religion, caste, sex, or place of birth.<\/p>\n\n\n\n<p>The proposed bill seeks to amend <strong>Article 15<\/strong> to permit the government in respect of providing reservation and advancement for economically weaker sections.<\/p>\n\n\n\n<p>10% of seats require to be reserved for such sections to get admission in educational institutions. However, the reservation will not apply to any minority educational intuitions as referred to in <strong>clause (1) of Article 30 of the Constitution<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Article_16_of_the_Constitution_Equality_of_Opportunity_in_a_matter_of_Employment\"><\/span>Article 16 of the Constitution (Equality of Opportunity in a matter of Employment)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p><strong>Article 16 of the Constitution<\/strong> prohibits discrimination in the case of employment in any government office.<\/p>\n\n\n\n<p>However, the bill seeks to amend Article 16 to permit the government to reserve <em>10% for economically weaker sections of people in the government jobs and posts<\/em>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Who_comes_under_the_Economically_weaker_sections_as_per_10_Quota_Reservation_Bill\"><\/span>Who comes under the Economically weaker sections as per 10% Quota Reservation Bill?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>As per <strong>article 15 and article 16 of the Constitution<\/strong>, economically weaker sections shall be such as notified by the State from time to time on the basis of family income and other indications of economic disadvantage.<\/p>\n\n\n\n<p>As per the <strong>statement of Union Law and Justice Minister<\/strong>, states have the freedom to decide on the income criterion of beneficiaries under the proposed bill.<\/p>\n\n\n\n<p>According to the <strong>10% quota reservation bill<\/strong>, there will be a class distinct from the specified classes of SCs, STs, and socially and<strong> educationally backward classes<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Who_will_get_the_benefit_of_a_10_Quota_Reservation_Bill\"><\/span>Who will get the benefit of a 10% Quota Reservation Bill?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Under the <strong>10% quota reservation bill<\/strong>, economically weaker sections of people can get the benefits of reservation in educational Institutions and public employment.<\/p>\n\n\n\n<p>A huge section of upper castes including Brahmins, Rajputs, Jats, Bhumihars, and several trading castes including Kapus and Kammas are also eligible to avail the benefits of this bill.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Impact_of_10_Quota_Reservation_Bill_on_Education\"><\/span>Impact of 10% Quota Reservation Bill on Education<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Under <strong>provisions of 10% quota reservation bill<\/strong>, institutions run by the Central Government need to increase their student strength by <em>almost 25 percent to accommodate the reservation for economically weaker sections<\/em>. However, this must not affect the current number of seats meant for SC, ST, OBC and general category people.<\/p>\n\n\n\n<p>Currently, across 20 IIMS (<strong>Indian Institue of Management<\/strong>), there are about 5,000 seats for full-time two years PGP (<strong>Post Graduation Programme in Management<\/strong>) equivalent to MBA (<strong>Master of Business Administration<\/strong>).
