BIS CRS stands for Bureau of Indian Standards compulsory registration scheme. In the year 2012, the Ministry of Electronics and Information technology (MeitY) through a notification on Electronics and Information Technology goods order 2012. Notification Stated that the group of electronic devices should be categorised under the compulsory registration scheme. So, the manufacturer cannot sell the devices enlisted in the notification without proper BIS CRS Registration.

When the ministry released the notification for BIS CRS registration initially in 2012, it only contained 15 categories of electronic products. In the year 2014, an additional 15 products were added by the Ministry of Electronics and Information Technology. In the year 2016, made Indian languages mandatory in smartphones, and 13 more categories were introduced. In 2017 to foster New and Renewable energy five additional products were added vide Solar Photovoltaics, Systems, Devices & Components Goods (Requirements For Compulsory Registration) Order, 2017.

As per the BIS CRS Registration Scheme order, no manufacturers shall be allowed to sell, import or distribute electronic goods that are not up to the mark for Indian standards. All the products must have the CRS mark and unique registration number.

Significance of BIS CRS registration.

The products sold in the Indian market must meet the appropriate standards as set by the BIS. They should be able to fulfil two aspects firstly, the products must be safe to use, and secondly, the product must operate efficiently as per the claims made by the manufacturer. These aspects ensure that the consumer is getting the value for his buck.

The government has made it mandatory for a certain group of electronic products to obtain the BIS CRS registration certificate. Once the manufacturer completes this registration, it will show that the product is of good quality and apt for consumption in the Indian Market.

Which circumstances warrant a BIS CRS Registration?

A total of 78 devices need to be registered as per the BIS CRS registration scheme. A detailed list of products can be found here.

  1. A person who manufactures any of the products in the list above must get BIS CRS Registration.
  2. In case the product is being manufactured at multiple locations, the manufacturer must apply for different BIS CRS numbers for each component.
  3. The registration under the BIS CRS scheme states that the registration is different for each brand. So in situations where two brands are manufactured at the same factory. The manufacturer must obtain two separate registration for both the brands.

Form-IV Format for letter of nomination of AIR (Authorised Indian Representative)
Form-VI Application for Renewal of License

Form-VIII B Change of other details in the scope of the license

What Documents need to be submitted for BIS CRS Registration?

  • Application form
  • Manufacturing unit’s license
  • Manufacturer’s ISO Certificate
  • An Authorisation Letter is to be submitted if the signatory is any person other than the facilities’ head.
  • Letter of Nomination in case of Authorised Indian Representatives
  • Test Documents involving complete CDF and CCL and their certificate,
  • Certificate of trademark
  • If the applicant does not own the trade mark, then a letter of authorisation must be submitted by the registered trade mark holder.
  • The user manual of the product for which the BIS CRS registration is applied.

How to apply for BIs CRS Registration online?

  1. Create a login for the BIS CRS account.
  2. Select the product and mention its ISI Number.
  3. A request for testing of the product shall be generated
  4. Get the required test conducted in the BIS registered Lab. A list of BIS CRS registered Labs is available on the official website
  5. Submit the product test reports on the portal and pay the fees as required.
  6. After the online application is filed within the next 15 days, the hard copy of the application must be sent to BIS.
  7. The Bureau of Indian Standards will scrutinise the application
  8. The bureau will inform the applicant of any shortcomings in the application.
  9. If the BIS is satisfied with all the documents and the application form, it will issue the BIS CRS certificate to the applicant.

What is the validity of the BIS CRS registration Certificate?

The BIS CRS certificate is a unique number, which shall be valid only for two years. For renewal, the manufacturer needs to apply for the “BIS CRS Renewal”.

The bureau of Indian standards gives out CRS registration. Manufacturers of electronic goods must get a CRS registration certificate. The CRS registration lets the consumer know that the product is safe, efficient and of good build quality.
