Toys are essential for a child’s growth. They keep the child occupied and develop their imagination, abilities and motor skills. That’s why it is necessary for toy production in the country to have a certification program to ensure that children are not subjected to accidents that might occur due to sub-standard products. To address this issue Department for Promotion of Industry and Internal Trade (DPIIT), along with the Ministry of commerce & industry, released an order titled The Toys (Quality Control) order, 2020. This order has made it mandatory for all toy manufacturers, both foreign and domestic, to be certified as per schemes 1 and 2 of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. This blog shall explain the process of obtaining BIS ISI Certification for Electric Toys.

What are Electric toys?

Electric toys are toys that have at least one ‘electric function/ electrical component’ present in them.

What are the BIS ISI standard applicable to Certification for Electric Toys?

List of Documents required for BIS ISI Certification for Electric Toys

The applicant should have the following documents ready before applying for BIS ISI Certification for Electric Toys:

  • A completed list of raw materials used
  • Details of Authorised Indian Representatives
  • Details of the location of the factory
  • Details describing the Manufacturing process of the toy
  • Documents of the plant layout
  • Test report for the Electric toys generated by a BIS recognised lab
  • Photographs of the product
  • Undertakings from the concerned authorities
  • Duly filled application form
  • Details of quality control measures and their records
  • Documents for Factory registration
  • Details for Registration of the company/ proprietorship
  • Identity proof the owner/ authorised personnel
  • Trademark registration of the brand

Process of the grant of License for BIS ISI Certification for Electric Toys

The manufacturer/ the importer, to obtain the BIS ISI Certification for Electric Toys must complete the following steps:

  • Step 1: The applicant must log on to the Manak/ BIS portal on the BIS website.
    • The foreign manufacturers need to download the application through the BIS website, i.e. www.bis.gov.in[1]  and submit the application to the BIS Foreign Manufacturers Certification Department (FMCD) situated at Makankalaya BIS HQ, New Delhi.
    • The Domestic manufacturer can complete the registration through the Manakonline portal, i.e. www. manga online.in, and get the entire application process completed online.
  • Step 2: Then, the applicant has to choose the IS 15644:2006 standard for Electric toys.
  • Step 3: Next, the applicant needs to fill in the data regarding the factory, number of workers, type of raw materials and other relevant details.
  • Step 4: After this applicant needs to provide the details of the testing facilities. The manufacturer must ensure that product meets the standards laid down under IS 15644:2006.
  • Step 5: The applicant must provide product dimensions and specifications. It is necessary to attach photographs of the product when prompted by the portal.
  • Step 6: The applicant also needs to be may the minimum marking fee, which is 50%
  • Step 7: after the payment of the fee and submission of the application form, the entity must constantly check whether BIS raises any queries and respond to them promptly.
  • Step 8: In the next 10 days, BIS shall ask the applicant to confirm a date to conduct a factory inspection. In case the application gets rejected by the BIS, then the applicant will have to file a fresh application again.
  • Step 9: The BIS officials shall visit the factory premises and oversee the quality tests and the manufacturing process being carried out. After this, a test report for BIS ISI Certification for Electric Toys shall be generated.
  • Step 10: If the BIS officials are satisfied with the process, application form, and test results then. A license shall be created and delivered to the applicant on the payment of the completed fees.

Note: BIS ISI Certification for Electric Toys is granted only for one manufacturing area. If a brand has multiple manufacturing premises, then separate applications must be created for each area.

Validity of BIS ISI Certification for Electric Toys

The BIS ISI Certification for Electric Toys shall be valid for a period of one year. The manufacturer can renew this certificate on the payment of ₹1000 and the relevant marking fee.

Toys are an essential part of children’s upbringing. Hence it is vital for the government to ensure that no harmful, substandard toys are circulated in the market. The BIS ISI Certification for Electric Toys significantly reduces the risk around such toys as the certification is granted to a manufacturer after conducting quality control measures and other relevant tests. No electric toys are permitted to be sold in India without BIS ISI Certification.
