The principal purpose of the Hallmark Scheme is to secure the public against adulteration and to obligate manufacturers to preserve legal standards of refinement. In India, two precious metals, namely gold & silver, have been brought under the confines of hallmarking.

BIS Hallmarking Scheme has been orient with International standards on hallmarking. According to this scheme, BIS, under Hallmarking Scheme, grants registration to the jewellers. The BIS-certified jewellers can get their jewellery hallmarked from any of the BIS-recognized Assaying & Hallmarking Centres. The identification of an Assaying and Hallmarking Centre is made against IS 15820:2009. In this blog, We will discuss BIS Hallmark Registration Process.

What is Hallmark in Jewellery?

This quality certificate issued by the BIS guarantees the purity of gold in a particular piece of jewellery. This certificate will be granted to all registered jewellers based on purity tests at certificated centres. Hallmarking is allowed on 14-, 18- & 22-carat gold jewellery.

Methods of Hallmarking: following are the way of hallmarking:-

  3. Hallmark Unique ID

Type of BIS Hallmark Registration Certificate

In India, there are two types of BIS Hallmarking Registration Certificate, and you can examine the same below:

  • BIS Registration for Jewellers/Showroom: BIS Hallmark Registration is mandatory for jewellers to manufacture or sell gold and silver jewellery. Under the Hallmarking Scheme, BIS grants Hallmark to jewellers for the specified place. Jewellers who want to sell BIS Hallmarked gold jewellery first receive Hallmark Registration by BIS for each of their sales outlets. BIS-Register jewellers can have their jewellery hallmarked at BIS Assaying & Hallmark Centres.
  • BIS Registration of Assaying & Hallmarking Centre: A Hallmark Centre is a BIS-certified marking centre or third-party evaluation centre the purity of valuable metals is examined and stamped. BIS recognition is needed for the centre, and the A&H centre can apply for BIS Registration.

The different marks of the BIS Hallmark

  • The old method of hallmarking Gold:
  • BIS Standard Mark: this mark shows that a third party or individual assessor has adequately evaluated the decoration and validated the quality of the metal. In most instances, one of the BIS-certified labs certifies it. The BIS is the government-approved organisation for hallmark gold products.
  • Purity Grade: there are two ways to find gold’s purity: karats (KT) and the fineness number indicated. Therefore, the excessive grade of gold is 24KT (purest), but it is too soft to be used in decoration or jewellery. Other metals, such as zinc/copper, are added to gold to create long-lasting jewellery or ornamentation.
  • Hallmark Centres Mark: the hallmarking Certification of the marking centre or third-party evaluator. The label is stamped in every product in the centre and is inspected for purity of silver & gold. This is done so that the goods can return to the centre if any erratic arise.
  • Jeweller’s Mark: this is the manufacturer of jewellery mark on the metal object, and every BIS-certified jeweller’s ornament carries a unique jeweller BIS hallmark Logo. Each such markings are willingly visible on the jewellery.
  • Marking Year: This is the mark of the marking centre or an evaluator from a third party licensed from the BIS. The label is affixed to thing object within the centre and checked for the purity of the object. This ensures it can be traced back to its centre if any anomalies occur
  • The new process of hallmark of gold:

The BIS has established a new process for marking jewellery. The new procedure contains a Unique Id Number, and a Hallmarking of gold jewellery would be mandatory nationwide. After satisfying the norms & conditions of the Hallmark Registration Certificate as identified in rule 5 of the BIS (Hallmarking) Regulations, 2018, only registered jewellers will sell valuable articles of gold marked with Hallmark certified sale outlets. The list of licensed jewellers can be obtained by selecting the state or region and IS Number.

Documents Required for BIS Hallmark Registration Process

Following are some essential documents required for BIS Hallmark Registration Process:

  • Proof of Establishment:
  1. Certificate of Registration obtained by Registrar of companies along with MOA.
  2. Registered Partnership Deed if the applicant is a Partnership firm.
  3. GST Registration Certificate indicates the
  4. reputation of the firm as a proprietorship firm.
  5. Certificate from a Chartered Accountant(CA), if an applicant is a proprietorship firm or any other document like trade license specify firm as a proprietorship.
  • Address Proof of Company or Firm:
  1. Registration with State Government Authority (SGA).
  2. GST registration certificate.
  3. Income tax assessment order (AO).
  4. A latest property tax receipt
  5. Rent agreement with last rent receipt.
  6. Sale deed/Lease Deed agreement.
  • Proof of Identity:
  1. Aadhar Card
  2. Voter Identity
  3. PAN Card
  4. Passport
  5. Aadhar-based verification or e-sign
  6. Self-certified copy of the given documents as an identification proof of signatory on the application.
  7. Identity Certificate with photo issued by Gazetted officer on official Letterhead.
  • Map indication:
  1. As relevant, the location of premises from the same nearest well-known landmark for every outlet.
  • Annual Turnover:
  1. Self-certified copy of GST return of the prior fiscal year or a certificate obtained by CA for turnover.
  2. Additionally, in the case of a corporate certificate of registration, if the applicant has only one GST return, they may ask the firm to submit a CA certificate[1] mentioning every outlet’s turnover.

BIS Hallmark Registration Process

Following are some essential steps for the BIS Hallmark Registration process:
